Okay, lets look at our track record. Most of the benders we've met have known they were benders since they were small. Even Katara knew she was a bender before she started realizing her potential- she just had a hard time controling her gift. No where have we come across a bender who was a "late bloomer" or whatever you want to call it. So it stands to reason that Sokka, were he a bender, would have known ages ago.
Besides, one might argue that he's way more mentaly stable than Katara is. XD

except for smarts has nothing to do with it either! Its' all genetics man! If not genetics than something similar. You don't just spontaneously start bending when they couldn't before. I mean, it's kinda one of those you can do it or you can't type things. And besides, it would RUIN his character to have him bend. RUIN!!
